Roundtable on Zambia’s constituency development fund

The International Growth Centre (IGC) hosts a closed-door roundtable to bring together government officials, researchers, and development partners to discuss the Constituency Development Fund (CDF) with a focus on the practical barriers faced in its implementation.

Zambia has expanded the CDF in the 2022 budget by 1600%, making it the cornerstone government program for deconcentrated public spending. To support the effective implementation and evaluation of the CDF, the Government of Zambia and the IGC have established a multi-year learning partnership that aims to leverage data and evidence to inform the CDF’s design. 

This roundtable follows the conclusion of Phase I of this partnership which identifies barriers to the CDF’s implementation through a major nationwide survey.

The closed-door roundtable includes representatives of the State House, Ministry of the Local Government and Rural Development, the Ministry of Finance and National Planning and the Decentralisation Secretariat, along with researchers affiliated with the IGC and representatives of major development agencies.
